Create QrCode Payment

This api will return the cashier url . If chainId, symbol, and amount are all not null, the toAddress will be returned. Otherwise, the customer needs to provide additional information at the cashier to obtain the toAddress. Recommend symbol, chainId, and amount be either not empty or all empty.
